Abstract

At 9:00 a.m. on February 24, 2011, the “Daqing High-tech Zone 2011 Conference on Petitioning, Security, and Stability” was solemnly convened in the multi-purpose hall of the Science and Technology Building. Attending the meeting were Yang Yanbin, Director of the Management Committee; Li Zhenguo, Secretary; Kong Lingmin, Deputy Secretary; and Deputy Directors Zhang Feng, Wang Xingang, Shi Liwei, and Zhang Yu. More than 300 representatives from various government departments, directly affiliated units, resident enterprises, and over a hundred private companies within the High-tech Zone participated in the conference. During the event, outstanding management units in the three key areas of petitioning, security, and stability were commended and awarded plaques. In addition, representatives from three organizations that had excelled in these fields were invited to deliver speeches. Our company’s Deputy General Manager, Zhang Guojun, delivered an important address on behalf of the Development Zone as a “Model Unit for Work Safety.”

General Manager Zhang reported to the conference on six key areas of work our company has prioritized in the field of workplace safety: integrating safety production into the overall framework of corporate development and economic growth; fostering harmonious, equitable, and collaborative employee relations and a strong corporate culture; establishing and refining a comprehensive system of regulations, including regular safety meetings; building a robust safety‑target responsibility framework and rigorously enforcing the enterprise’s primary responsibility for safe production; strengthening safety training and education to proactively and effectively prevent workplace accidents; and increasing investment to improve the safety‑production environment. In his address, General Manager Zhang also stated that Yinhang Petrochemical will, going forward, continue to adopt long‑term mechanisms as its guiding approach, deepen targeted remediation efforts, and establish effective systems for assigning accountability and ensuring emergency preparedness. The company will treat workplace safety as a core component of its corporate development strategy, maintaining unwavering commitment to this priority and striving to become a world‑class leader in safety management.

General Manager Zhang’s resolute and powerful address fully embodied Yinghang Petrochemical’s understated, pragmatic, and meticulous work ethic; its corporate philosophy of attracting talent through growth, uniting people through shared purpose, empowering them through training, and fostering cohesion through culture; and a human‑centered environment that encourages conscientious duty‑performance and joyful work—earning a rousing round of applause from the audience.

This meeting reviewed past work, outlined upcoming tasks, and set higher standards for petition handling, safety, and stability in the High-Tech Zone for 2011. It emphasized strengthening ideological education, ensuring accountability, and intensifying oversight and rectification efforts, thereby providing robust safeguards for the rapid development of major enterprises and marking a strong start to the High-Tech Zone’s “12th Five-Year Plan.” Although Yinghang Petrochemical was honored in 2010 as an “Advanced Unit in Work Safety” within the High-Tech Zone and recognized as one of Heilongjiang Province’s “Top 100 Safe Work Teams,” we remain vigilant, willingly accept supervision from all levels of administrative authorities, and continue to treat workplace safety as our top priority, pursuing it with unwavering commitment.
