Abstract

Due to the short construction season in Northeast China, only 6,000‑ton capacity storage tanks were built for base oils in 2009. As the market continued to expand and raw material turnover remained excessively high, after the 2010 Spring Festival, in order to meet the surge in demand during the peak season, there were instances of temporarily borrowing storage tanks to stockpile raw materials.

With the arrival of spring, ground‑level construction could commence, and the pilotage authority promptly initiated the expansion project. The new storage tanks were erected on the open space behind the existing ones, each with a capacity of 1,200 cubic meters. Following the second phase of the project, the base oil reserve will increase by an additional 6,000 tons, thereby significantly easing the procurement department’s workload and providing logistical support to help distributors adapt to fluctuating oil prices.
